I mean one can just look at Kane and Lukaku - they are on absolutely different level in every possible way. Oky, Lukaku is bigger and physically stronger. But technique, vision, game reading, and literally everything else Kane has better. He is at least twice the footballer Lukaku ever will be.

All the clubs in Italian league receive much less revenue (particularly tv and commercial income) than PL clubs do - bottom PL receive more income than top Italian clubs.
So Spurs are trying to pick off some of the top players at the best Italian clubs as those clubs are not well off financially, and Spurs are well financed with £150m in bank plus higher revenues to sustain higher wages - there is a real strategy its not just players Conte knows (although that helps).
I very much doubt if Lukaku is a real target.
