Sissoko made 58 of his appearances before France were very good and before spurs even signed him. Most in 2010-2013 period when France were really bad. Only 13 caps since we signed him / France reached euro 2016 final.
Rabiot has made all of his appearances since France reached the euro 2016 final when France has been good.
ie. Despite Rabiot being young and Sissoko being in the prime of his career, Rabiot has made 3 times more appearances for France than Sissoko since November 2016.

Before the window opened I thought they needed to sell 2 of their biggest players to generate money they probably need.
So far club has said they 'might' sell a couple of their non top players - but imo think that gives them as bigger problem to replace say 3 or 4 PL class players.
Hence I now see the price to Chelsea (who are desperate for a top CB as ther 2 top CB's left on frees this summer) of Fofana being ratcheted ever higher (maybe into £80m - £100m range) so that the sale of him and maybe one 'lesser' player might be enough.
