It has to be pretty off-putting to a player for us to constantly be low-balling offers. If I was them I would feel less confident that I was actually wanted, and would receive adequate playing time.
I'm not surprised that nearly every time we do this, the player changes their feelings towards interest in the other competing clubs. Look at how Spence steadfastly stated his interest in joining Spurs this time last year, and how he has been rewarded since.
