Well, with Rangers they weren't relegated, they went bankrupt and had to start again. In fact they were lucky that they got to start again in League Two, because technically they're a new club with no history, meaning that position which should have been given to a non-league team was just given to them.

Man City got away with not being charged by UEFA because of a time barred situation. That was the only reason. That doesn’t exist here, there’s no time limit on PL charges and investigations
