Safe to say Veliz has done more with his time in Argentina than Scarlett did in League 1.All you are saying is that Veliz has been given the opportunity and taken it with both hands to get experience.
But the Argentinian league is not that high a standard so the consensus is probably that he needs to spend 6 - 12 months on loan there so as to get much more experience there so the transition to PL is not so great.
FYI, Scarlett has played over 30 games in League 1 last season, probably closer to Argentinian League standard than PL (circa 50% of Veliz no of games over 2-3 seasons), so its not an unreasonable comparison.

And Scarlett will definitely need a 2nd (and maybe 3rd ) loan season before he joins the first team squad at Spurs, so he's a little behind Veliz in development,
