Maybe maybe not. There was a loophole in the 22/23 FFP that allowed Chelsea to sell their training ground to another company they own to cover it. The rumours they will sell the women’s team however the rules for 23/24 have been changed and it is the premier league that will now determine if it is a fair sale.
"For the avoidance of doubt, a Club will be in breach of its duty under Rule B.15 if it presents an Associated Party Transaction to the League (pursuant to Rules E.55 – E.77): (i) as a product of a genuine commercial negotiation where, in their reasonable and honest belief, no such genuine commercial negotiations took place; and/or (ii) as having a genuine commercial rationale to the counterparty when they do not hold a reasonable and honest belief that such a genuine commercial rationale exists."
Blueco 22 Properties Limited has only 3 directors, Boehly, Egbhali and Goldstein. Each are also directors of Chelsea Holdings. Boehly is, as we know, the Chairman of Chelsea Holdings. There is no realistic possibility of any "genuine commercial negotiation" and nor is there likely a provable "genuine commercial rationale" to Blueco 22 Properties.
In short for the FFP for the 23/24 season if Chelsea sell the women’s team to themselves the premier league can now decide if the sale was a real market transaction or just internal shenanigans.
If they don’t sell roughly £130m of players they are risking a massive points deduction if the league decides it is just an internal transfer.

Yet Southgate actually said on Friday he doesn’t mind players talking about moves whilst the tournament is on.
Honestly could not see how that would work anyway. They will just need to give the yes or no to any prospective move. It would be crazy for the England FA to potentially fuck up players careers for the sake of a possible short phone conversation with an agent.
Players could in their own time agree a move and just tell the agent/club not to confirm till after the Euro’s. Stupid and impractical.
