Each investor is a ulcer in a club, because only his own well-being is the most important thing in his investment. If the club is milked, then you move on!
Forgive me but;From a purely footballing standpoint point of course it would have been better, we would have multiple titles and probably 1-2 champions leagues now and be on a totally different plain.
The arguement against is a moral one, he is a gangster and obviously this led to a forced sale of the club. He also broke FFP many times and the premier league is investigating but will probably bottle it. So would you be happy with such a man having owned the club.
For the football club it would have been miles better as he was driven by success not by building a property empire like Levy so if the question you are proposing is purely football then the answer is yes as the motivations of both men are entirely different.

Spurs are back in the same territory Alan Sugar had us in before he sold up to the miser.
Levy had a good run off the back of plundering West Ham and Leeds when they had financial problems.
He exploited those clubs in the same sickening manner he has exploited the loyalty of match attending Spurs supporters since his arrival.
