Reason being, wages. Until we address our aversion to paying elite wages (see: top 4 wages), we simply won't climb the table in a material way again. The days of finding cheap young players who become elite before they sign those outrageous wages are over (ala modric, bale, kane, Erikson, Dembele, Dele, in that order).
Ndombele really torched our club for the better part of a decade. Burned once, forever scorned.
If we want top players we need to move quickly

After talking wages any agent and player are going to ask who's the manager, what are the plans for me and an outline from the coach and DoF on direction of the team. We have no certainty on any of that.
