That outlook doesn't make much sense to me mate, he's been a solid PL player for years now and has hit astronomical figures this season just as he hits 25 and hitting his peak years, for the price quoted we will seriously struggle to find anyone better in his position. If you applied your logic we would never take a risk on a player from a "lesser" club.
