United have offered him ridiculous wages that nobody else will match so he only wants to go there. United don't want to pay Brentford over 60m because they've already agreed to give Mbeumo 12m a year in wages. Spurs are open to paying a bigger transfer fee but will not match United's wages.
I'd imagine United will eventually pay the full fee. They usually do. I can't see us breaking our wage structure and making Mbeumo our highest paid player! Especially when he's currently only on 45k a week at Brentford. Its a bizzare payrise United that have offered him. They blew everyone else out of the park and that is why he only wants to go there.
Only scenario where I could see him end up at Spurs, is if United now go back on their personal terms and try to bring down his wages just so they can justify paying the higher transfer fee. Then I could see Mbeumo wanting to go somewhere else.

Close to 250k a week I believe. He's getting his wages bumped up by around 200k. Hence why he only wants to go there and why everyone else backed off as its bad business signing a player for 60-70m and then paying them around 12m a year in wages. You only do that for world class players, not decent premier league level players who still need to make the next step.
