But isn't the point of PSR that you shouldn't just be able to invest external money, hence Newcastle despite the backing of the Saudi State Fund have not blown the rest of the league out of the transfer water? I know some teams seem to be creatively stretching the rules (Chelsea, Man City) but not all are

Of sorts - it is about the transparency of it. The idea, as I understand, is that a club should be solvent and not rely on an owner that can rug-pull.
The issue with City and Newcastle is that they are/have/were/trying to disguise owner investment as a valid income stream (sponsorship etc), which it isn't.

Owners can provide financing - Gold & Sullivan were very dodgy about this, as I believe they sold upton park/"the boleyn ground" to themselves, made a big profit, then lent the profit back to the club at a really high interest rate or something like that. So on the surface it looked like they were "investing" but they were milking the club.

Forest are obviously happy to pimp MGW to anyone but us if the rumours of being offered to City are true, so they’re reconciled to selling him.

You make it clear that we’re not doing a deadline day deal for him so you set a date for Forest to accept your proposed terms or you move on.

It’s then up to them whether they accept it or risk being stuck with a player that wants out.
