He has some similarities, but Yaya Toure added a class on the ball that Pape doesn't really have, and of course was also capable of deputizing at CB.
Pape's also a day-in-day-out hard worker with a great, positive attitude, which Toure famously was not.
But Toure was one of the most complete footballers I've ever seen, and that one magical season reached as high of a level as a PL midfielder ever has, like N'Golo Kante and Frank Lampard trapped together in Patrick Vieira's body.
