I just don't understand why he'd sit in front of a camera at the start of the transfer window and talk about how he wants to win the league, only to let all our rivals strengthen whilst we do fuck all.

It's like saying "I want to lose weight" then instantly ordering a massive Dominos.

He should have just admitted that he's happy with being in and around the Top 6 with the occasional stint in the Champions League. Instead he straight up lied to the fanbase and lost their trust almost instantly.

He will not change. You could bayonet his heart but he'd remain convinced of his stance to the end. It all came out in that interview. There sat a man who, some time ago, decided that the stadium was his shield against the roars of discontent. It's his mental 'Get out of jail free' card. Unlike footballers, it will last decades. It gives him the chance to puff his chest out no matter the weather; a master of real estate rodomontade; an ivory tower Emperor. I'm only surprised he doesn't sit there doing a thumbs up or down at the end of each game and send out a lion or two*

Seems likely that those who said “cash flow” was a problem, were completely correct.

Assumption. But seems likely no one wants to do the deals Levy puts forward as they exclude or at least limit the % of cash up front.

I can imagine for example that we are bidding £60m for x or y, but excluding any significant cash up front, putting the money into the future and thus limiting the selling clubs ability to buy replacements.

As to why we have so little cash, I’d guess it’s because we are so pathetic in regards to player sales. Instead getting limited loan fees year on year, rather than lump sums.

So despite all the PSR head room, with no cash to influence you cannot get any deals across the line with anyone who has a decent asset.

How does that square with triggering MGW's release clause though?

I am never shy of pointing to Levy being a cheap bastard, but I see a lot more "lack of market intelligence" problems this summer than "refusal to spend money" problems.

I guess if the clause was £60m and then you can talk terms, it has no bearing. Could well be that once the club realised it was necessary to pay £60m up front ( or a big chunk) then it got all sticky ?
