Absolutely, if they did everything in the dark, and failed, we'd say the did F all all summer come TW close! Only real solution for them is to actually make some quality signing, or as you say getting the deal done.
Would help if you put who he’s talking about. Then again don’t bother, because whoever it is that’s definitely fucking ruled it out.

We literally don’t have enough warm bodies at fullback or AM, we comically somehow have less depth than last year.
We need at the very least someone. Even if it’s just a loan, a #10 is an absolute necessity. Not signing one would be catastrophic malpractice
It's too late in the day to sign this profile of player IMO, you want to sniff out players entering the last year of their deals, coveted players at relegated clubs etc by June/July and get them signed for good value early doors, leaving it til the last minute has you panic-buying the likes of BEK for £35m and relinquishing any chance of breaking even (or even profiting) if the move doesn't work out and you need to move the player on.
However unless Frank has specfically told Levy he can work with what he has in Sarr/Bergvall in terms of making something work in the 10 role we really need to get someone in, if we don't we are waiting til Jan at the earliest with potentially 8 CL games, anywhere up to 5 cup games and 16-17 league games to play before the Jan deadline. Injuries in the midfield could be utterly catastrophic for our season if we don't bring cover in now, at bare minimum Donley's loan needs cancelling as he's the closest we have on our books to a traditional 10.

Levy’s biggest football failure is actually not even a personal one imo.
His issue is he’s incredibly shite at reading and picking talent, and he has no clue what he actually wants. He is constantly conned into hiring the wrong person, listening to the wrong advisors, trusting the wrong agents and people. Our strategy is a whirlwind of wild swings from one philosophy to another because he has zero personal conviction. He has poor judgment and I think it stems from being a bit of a weirdo who lacks people skills
