We have zero credibility issuing an ultimatum and he knows it.
We might have more leverage than you think. Simons wants to play CL for a EPL team; he doesn't want to remain at RBL and I don't think RBL particularly want him to stay. The only options he has are Chelsea and us. With less than 4 days of the window left, he can't afford for us to move on to other targets unless he 100% confident Chelsea are coming for him.
