He is played because we have no depth at LB and so his cover (Spence) is not able to actually cover him.
He is also played under Frank specifically for his ability to send crosses in all day.

I would counter that by stating the bleeding obvious.
Spence being played at left back makes Spurs defensively weak in both the full back positions.
I have thought, for a while now, the real issue is Romero's grasp of the English language.
Since Spurs signed this player the right back has struggled.
I think it is more likely that Porro is historically protected from being replaced at right back, by Spence, to protect the 40 million the miser invested in Porro and to assist the Spanish speaking centre back. Frank's reliance on set pieces and quality crosses into the box have become a further reason this season.
I want Vicario, Romero and Porro removed from the Spurs first team, for a variety of reasons, but the most pressing one, in the case of Porro, is his inability to defend or take up / be in the correct position when defending.
Pedro Porro is a very poor footballer from a defensive point of view. He often costs Spurs more goals than he is ever involved in scoring or creating.

On the left Spence always has to check back on his right foot to cross the ball.
There is the further issue of Porro being 'tired' , because he has to play every game, which gets offered up when Porro is often shit.
