That's your opinion specific to Savinho though, doesn't give any more merit to the notion that a player having failed and been a "reject" at one club is not worthwhile signing.

There are lots of players that have flopped at one club and then gone on to be great for others.

There's other players ahead of him like Summerville and Ndiaye who I'd rather gamble on and especially not for £60m, he looks incredibly raw, at least those two players are a bit more seasoned.

At this point Savinho is a myth, if you can't at least stand out in that City team then the chances are you're not gonna stand out at Tottenham

Again I'll state it, my point isn't about Savinho, it's that you can't just write off a "reject" from another club as not a worthwhile signing purely by virtue of the other cclub being willing to sell.
 
That's a bit of a nonsense take.

VDV was a Real Madrid reject.
Lucas Moura was a PSG reject (on the whole he was just OK but was responsible for the best Spurs moment in many of our times)
Salah and De Bruyne were Chelsea rejects.
Henry was a Juventus reject.

I'm not sold on Savinho one way or the other, but City being willing to sell him doesn't automatically mean he'd be a rubbish signing.
City also have a very well defined style of play… if you are a good counter attacking player, it’s not gonna enable you to shine
