You are assuming things are completed in order of priority - when actually it’s probably the due diligence / work behind the scenes that is done in this way:

The groundwork for Robertson and Senesi were likely done at the turn of the year, and there was time-pressure to complete.

Van Hecke was clearly identified by RDZ, is entering the final year, apparently wants and was probably seen as a quick one to do especially if we need him in before Romero is sold.

Much of the dialogue for Savinho will also have been done so again easy to pick up.

The attackers will take a bit of patience because a) The market is somewhat…bleak; b) There is a WC on the horizon and players / clubs will be waiting for after that in order to inflate fees etc; c) We probably want players in the same bracket to the ones that the clubs with CL football are going for (your Diomande, Nusa, Barcola…etc) , and we probably need to wait for some sort of domino effect, as let’s face it - we won’t be right at the very top of many players’ wish lists.

I’m confident we’ll get some quality in. We are actually quite good at player identification. The problem is when they are clearly panicking / desperate (Muani for example).
