It's classic Spurs comms to use that as a proper noun in order to connote a sense that there is a structure and established channels in which to handle things, but it's something we've never heard of and just begs additional questions about the mystery box of chaos behind the scenes at the club.
The players have all probably read it (if they can read) and are wondering if they are on the committee or not. Probably the first time they’ve heard of it too!
