The thing is, anyone who would buy Spurs at their current price by definition has to undertake massive investment in the squad in order to justify that valuation.
ENIC's penury is enable by the fact that they're sitting on a multi-billion pound profit. Even a purchaser with the same attitude would have sharply different incentives.
You'd have to think nobody is spending 3bil on a club and not planning to try and win.

Maybe. Although I'm sure the Qataris would want to get on the right side of the fanbase from the word go. The whole club would feel revitalised with optimism.
