ENIC are not, and never have been serious about winning on the pitch.
Remember levys statement back in the day, when he said that, he wasn't interested in football, only in it for financial purposes.
In fairness to him, he has proven that year after year, so is consistent in that regard.

I don't think money is the issue, our best players of recent years have been cheap, Kane, Ali , Son, Walker , Rose, etc.
I put most of the blame on Levy as there has been a complete lack of strategy where players have been bought for one system and then another load bought for another.
Not sure if we pay players enough or not, I am sure there are some stats out there somewhere. IMO its not that they are not motivated they have had just so many different messages over the years that they don't know what to do, too many managers too much change and again this is down to a lack of strategy.
