This is a topic of some controversy in the US which has similar rules on new construction, but my understanding was this wasn't required in Europe, or basically anywhere else.
Is this a new thing?
The argument, which I find pretty convincing, is that a two-stair rule badly limits the flexibility and financial viability of building new housing in exchange for very little fire safety benefit.
