There's marketing geezers/bean counters in charge more or less everywhere. Van der Sar at Ajax is a outlier and had to work his way up the organisation. He didn't just get the job because he "knew football".

I’m willing to give the guy a chance, but I think we can be honest about what he is too. It actually doesn’t bother me too much that he’s likely not a real footballing guy as long as he knows how to find and support the best footballing guys. The DoF should really be the expert in that area, so if he gets us the right/best one and we are supporting a unified strategy then he’s being successful.And how is that different than most other clubs? Emerson has found himself eventually and looks to be exactly the type of character and professional that we never used top sign. The guy is mentally very tough.

I know quite a lot of 'marketing' people at FIFA, UEFA, the IOC and across a range of other top sporting organisations, it doesn't make you a bad person (well, for some it does), it just means you understand audiences and how to communicate with them. The DoF is meant to be in charge of footballing appointments, such as the Head Coach.
The fundamental dysfunctionality of the way our famous club is run is demonstrated by Levy's notorious "Spurs DNA" statement.

I'm perfectly happy with such a philosophy for our club. Count me in.
But none of Levy's subsequent senior appointments (DoF & Head Coaches) were consistent with that statement of intent.
