I don't want to put a downer on this but what this hints to me is Tottenham have told Harry he can go, but nothing can be announce until end of the transfer window once we have done all our transfer businesses so we don't have to pay inflated prices. Clearly kane and the levy have organised this so he comes back late doesn't have to play against city - they just can't tell everyone why this is the case because they don't want everyone knowing we have cash to burn....same thing happe ed with bale. If you connect the dots...drunk people at his wedding leak the transfer is sorted but everyone denies ...and the kane doesnt turn up so that he doesn't have to play against city, the club his going to, but they can't announce this as they need to wait till the end of the window, hence why kane says this was planned but I can't go into it....I think his gone

If the move is close, why would you attempt to restore his reputation amongst the fans if you are just going to move in a matter of days and destroy it again. That just doesn't make much sense to me.
I could see it more if he got his move and then waited until it was confirmed to address the fans, and try to get them to understand his actions.

It's a roundabout way of trying to put the emphasis onto us. What he's basically saying is that City will do a deal if Spurs approach them with a "we'd like to do a deal" communication.
It's arrogant in the extreme. Tantamount to "we'll do you a favour and take him off your hands if you ask us nicely."
If you want to negotiate, put an offer on the table. If you don't, there's nothing to negotiate. It's a transparent attempt to try and shift the power stance.
