Well last I know you need a club's permission to discuss personal terms with its player and usually that permission comes after the transfer fee has been agreed.The transfer fee is often one the last things they agree on, personal terms etc with the players tend to be negotiated earlier on.
Anyway, why would we start bidding tens of millions of pounds on a player before we know if they’d actually come to us or not?
