If he looks at the current state of the squad it might scare him off. But if he looks at the bigger picture I think Spurs are a. Much better option for a young player. But united will pay huge wages. So money talks.

Our current Premier League squad contains Sergio Reguilon, Alfie Whiteman, Brandon Austin, Fraser Forster, and Max Robson (who?) as over-age players, and only 14 of the 17 foreign slots have been used, one of them by Reguilon.
It's trickier in the Europa League admittedly, but there is TONS of squad room for new players in the league/domestic cups.

Mane would be superb as wellAgree. It's on Levy. Is he willing to pay the agents fee and wages required to get this level of player.
If we are being honest, we could probably be looking at another Levy sliding doors moment like Mane. The player is there, an incredible opportunity but you just need to be willing to pay.
