I think it's because the tweet makes it sound like they want either 50m, or 40m and Lukaku, which make it sound like Lukaku is only valued at 10m...
Whereas I assume the real meaning is that they are starting the negotiation at 50m and Lukaku, likely to barter down to 40m and Lukaku.

If you are Chelsea that is a no brainer. They want Lukaku gone anyway, so effectively it is Vlahovic for 40 million.

Yep, if they just want lukaku off the books it's a good deal for chelsea especially since he has 3 years left and just turned 30.. Who else is going to buy him and stump up for his wages unless he decides he does want to play in saudi league.
Juve are pretty keen to get shot of Vlahovic, I thought it was taking the piss a bit myself. I suppose lakaku is on monster wages so that needs to be taken into account.
