So will the suspended sentence be actioned in two years time, or does it get wiped off if no infringements are discovered during a two year period?
Same as a prison sentence. Don't do anything while you're on a suspended sentence and it's time served.

Easy to be ambitious in the Championship. You only need 50m. In the PL that gets you one Lenny Yorro. This Hollywood lot have a bit of money but they don't have PL money. If they come up this season, they will go straight back down.

I assume that the main reason for such a lenient punishment is that it was the new/current owners at Chelsea that reported this when they took over the club.
Seems to me Chelsea probably banked more prize money during their cheating period, than what they have been subsequently fined. The powers that be don't want to open up a can of worms where every club in the Premier League, and cup competitions involving Chelsea winning a fixture, could have grounds for compensation due to being cheated out of their prize money. Either from not progressing in a cup competition due to losing to Chelsea, or dropping prize money for being down a position in the Premier League. Not to mention the case that relegated teams might well have.
