IMO XG is better explained as 'the higher XG' means creating the likelihood of goals being scored.

A low XG means goals scored are likely to be from an opposition error or other circumstances, nothing planned (although obviously players should take advantage of opposition errors)
Exactly. Xg doesn't win games, goals do. But typically goals from higher xg chances.
