When Devine first joined Spurs from Wigan he was a 'deep lying playmaker'/DM but Spurs youth managers decided to try playing him as an AM, and that's where he's played most of the time in Spurs youth.
When at Port Vale on loan he played as both an AM and DLP/DM in 2 different 'blocks' of games and according to Port Vale fans looked good operating in both positions, so he's obviously not forgotten how to play the DLP role.
For E youth games (eg E u19's), because there has often been a bit of a glut of CM's in his year group (s) but not enough wingers, he's often been played at an LM or RM .... but despite that often been nominated as one of the best most effective players in the side.
I've not seen much of him at Westerlo, nor read too many detailed reports, but I'm not sure he's been playing as either DLP or AM as he's not got many assists, so I'm guessing he's been more a box to box and scored a few goals : very difficult to be sure.
From what I can see Devine has a number of skills, not the least of which is he's very hard working, so I think he's very malleable and can play in a variety of positions as his manager requires. Although Bissouma plays as a DM for Spurs, he seems to play much further forward for his national team, so I think Devine playing a 6/8 role would help fill a CM position for Spurs. I could see in 26/27 Donley (a former striker turned no 10) filling a Maddison/Kulusevski type situation for Spurs, and Abbott playing another 6/8 role (plus covering both full back positions) likely in competition with Gray, so there's a nice collection of midfielders coming through from the youth set up with the right sort of experience from loans.
