Possibly but what does Levy do if Ndombele for example says he wants to wait as his agent has heard that he is Real Madrid o Juventus' 2nd choice. It's trickier for us these days as we are competing with the very top level teams and having half a chance, as opposed to having no chance and needing to go for lesser players. It's made all the more awkward with our debt levels, it's a very interesting time to see how Levy and Pochettino navigate their ways around it all.
From the various reports that are floating around, some from supposedly honest sources, he has publicly stated his wish to join us. So why gaff around? Get one under the belt.

That’s how I imagine 90% of the TFC members look

Lo Celso at £60m and Ndombele at £65m is more than generous enough for the selling clubs to feel like they are getting a good deal. Personally I think both should be finalised at £55m & £60m personally, I think that's more than fair.

£70m for Lo Celso is far too much for as you said a player who's had one good season to his name career wise so far. Celta Vigo are playing a game of who blinks first IMO, and we know what usually happens in those circumstances.
I read somewhere that an Argentinean was leaving Vigo this summer. Maxi someone or other.

63 million for Ndombele is nuts.

I want us to sign players as much as the next guy, but it's a slippery slope, and if we start making this our new norm we could end up like Leeds in no time.

If Levy offers 50 millions and the French Levy doesn't take it, we need to move on.
Today’s market it’s about right. Spurs have a chairman that won’t allow the club to get into financial trouble.

You can’t go through windows hoping to pinch cheap deals, that’s how we’ll fall out of the top 4 and below. We need to take the next step, and that means paying this kind of money for the best players.

Other reports have also quoted Ndombele as wanting to go on holiday before making any decisions. The transfer of a player is a three way street and the window

Apologies I got my Celta Vigo and Real Betis wires crossed. Maxi Gomes is the guy you're talking about I think. Uruguayan who plays for Celta

63 million, if that's actually what Lyon want for him, would be an extremely good deal for Ndombele in the current market and a transfer fee we would easily be able to afford.

We have spent fuck all since January 2018(!) on players and now people are telling us that £63m would be way too expensive for one of the hottest midfielders in Europe.
