He was signed by Wolves in July 2010, 7 months after his 18th birthday, so he was not registered to an English club for 36 months before his 21st birthday, so he is not homegrown per PL rules.

Seems crystal clear to me, but I see sources on Google expressing some uncertainty about it.
If you're correct about the dates, then this is a Dier and Foyth-type situation, where the player was not in this country and registered to an English FA club for the full 3 years, and thus is not HG.
I hope our club secretary or whomever is all over this verifying Doherty's precise situation, because the HG status would surely have an impact on the price we're prepared to pay.
 
Mourinho's agent is Jorge Mendes, who is pretty involved with the Wolves transfers both in and out. Could play a part in the deal. Wolves signing Maitland-Niles also indicates they could be willing to sell Doherty.

Those rules are different. For UEFA a player must have been registered with a home association club for 36 months between the beginning of the season in which he turned 15 and the end of the season in which he turned 21.

I still don't see how that adds up though. The end of the season in which Doherty turned 21 was in May 2013 for Wolves. Maybe it's designated as June 30 for administrative purposes, but 36 months prior to that is June 30, 2010, and Doherty signed for Wolves in July 2010.

Do you have a link confirming he was an association-trained player for UEFA purposes this season? I can't find anything.

It would be pretty funny if we had a RB who is homegrown for EL but not PL, and a LB who is homegrown for PL but not EL.

Doherty not HG for EL.

"List B" is kids though, not HGP.

There are Wolves boards with many page threads arguing whether or not he's homegrown, sources at the club, sources at other clubs, pretty hilarious. Apparently the EFL rules have slight differences to the PL and UEFA ones, so there may be three different answers.
