Let's start with the obvious ones - both Tanguy Ndombele and Giovani Lo Celso need to be sold if Conte does not see them as part of his plans. Both can bring in good funds for Spurs although the Argentine is the one who is currently doing more to help retain his value with his performances for Villarreal.
Harry Winks has had another season in which he's barely started any Premier League matches and he needs a move for his own sake. Emerson Royal could well head back to Spain this summer if it's decided that he just cannot fit the wing-back role Conte requires. The same could apply to Sergio Reguilon if a good offer arrives for the Spaniard, who seems to be behind Ryan Sessegnon in Conte's thinking.
Then there's the wingers and although I think both are good squad players and Conte likes them both, I do wonder whether one or perhaps both of Steven Bergwijn and Lucas Moura could depart this summer in search of regular starts. Neither have had enough game time in 2022 and with more attacking arrivals this summer that situation is not going to improve for them.
Of the loan players, Cameron Carter-Vickers will move on this summer with Celtic expected to take up the option to make his loan move permanent for a fee of £6million, eventually reaching £10million with potential add-ons. If not, there are a few Premier League clubs monitoring his situation. Jack Clarke does not look like breaking into Spurs' first team and if a permanent offer were to arrive for the young winger then he could move on and if not another loan will be sought.
In terms of loan moves, unless a big bid comes in for Davinson Sanchez, Joe Rodon should be allowed the move he needs to show that he's a Premier League defender. Spurs could sell him to raise more funds but they would be wiser to loan him out, perhaps to a promoted side, because he will show what he can do and either make Conte take notice or double his value for the next summer.
From the academy, Troy Parrott, Kion Etete and Harvey White will likely be found loan moves as they continue to develop, joining goalkeeper Alfie Whiteman who will be out on loan until November in Sweden with Degerfors. At just 18, Dane Scarlett will likely be given minutes next season by Conte along with Spurs bringing in another striker to support Harry Kane. Japhet Tanganga is another academy product who could receive a loan move but much depends on who is coming through the door.
Last summer's midfield signing Pape Matar Sarr will arrive at the club for pre-season following his loan season back at Metz and Tottenham will have to decide whether to give the 19-year-old Senegalese midfielder six months in England and then look at a January loan to give him minutes to develop or get him out on loan for the whole season, perhaps to a similar league to the Premier League like the Bundesliga.
I'm also backing Bryan Gil to come back stronger from his Valencia loan spell and stick with Conte's squad until at least January.

Emerson Royal has struggled since his move to N17 and it may be best to move him on, allowing Matt Doherty to stay in north London and compete with a new right wing-back for the position.

In attack, Steven Bergwijn requires regular football and should be sold, with this summer probably the best time to part with Lucas Moura as he will soon enter the final two years of his deal and his valuation will start to decrease. Jack Clarke’s move at Tottenham has not worked out and he’s another that needs to get his career back on track elsewhere.

Japhet Tanganga could also do with a loan spell to aid his development and the same goes for Harvey White. It's difficult to say 100% who will even be in charge next season, let alone which players will stay and which will go. However, just based on the two most recent performances, it's clear to see that business needs to be done at Tottenham.
Although there are a number of players who either aren't being played or, when they are, aren't impressing, Tottenham also need to improve their squad depth and so there may not be as many who make an exit. With Lloris' new contract and Johnstone being heavily linked, I think Gollini's time could be up before it's even really begun.
In defence, Rodon still isn't getting the opportunity he should so I think the Welsh international will benefit from a loan to a Premier League club to get regular game time. Royal just hasn't made the required impact, despite a number of opportunities since his arrival and I think it would be best for Tottenham to sell him, so he can progress in his career elsewhere.
Gil will return from his loan with Valencia but I still feel he needs experience in the Premier League before playing regularly with Spurs, so I think another loan spell could do him good. Ndombele will also return from his loan but the first half of the season and his last game for Spurs I think reiterated that his time is up, a great shame for a player with such talent.
Winks is a player who has previously said how much he loves the club and has produced some good cameos, but he just can't find that consistency when he is given game time. With Bentancur coming in, he has been pushed down the pecking order. That won't get any better with Skipp's return from injury, and so it may be best to let him go.
There are players needed in attack but Conte still isn't giving Bergwijn much of an opportunity, even when his presence could be beneficial. Therefore for his sake more than anything, I feel him moving on could be for the best.
There are a number of others who could be added to the list and there could well be some who don't leave. It is likely to also be dependent on the amount of incomings Tottenham can sort but either way, I hope it'll be a busy summer.
