I'm thinking that Levy and Everton may be playing a bit of 3d chess in the transfer market in order to avoid FFP rules.

That is closer to his actual value.
He moved from Watford to Everton for reported 40 milEUR.
This value came obviously from the promise he had, not his actual level at that time. Basically promise for the better tomorrow. He was 21 at the time, having scored 5 and assisted 5 for Watford in ~3000 minutes.
Now lets fast-forward 4 years.
I think we can agree that he has lived up to this promise. His goal return has increased. He has earned quite a lot of playing time in EPL, scoring goals and setting few up as well.
But would someone claim that he would have surpassed the expectations?!? I mean his total numbers are - 53 goals and 14 assists. Out of those 43+13 have come from EPL. On full season basis it corresponds to 11 goals + 3 assists per EPL season. I would say that this is close to expected return...based upon which the price was set during the transfer.
I doubt Everton would have paid 40 mil for player from whom they expected 5 goals per season or smth. And he hasn't hit 20 goals per season either.
So I am not sure why we should be paying double the money Everton paid for him. He has performed according to his previous price tag, but not significantly exceeded it.
In my view he could be worth like 55 mil EUR or 48 m£ (already ~40% increase compared to previous transfer) but not significantly more. While some highest estimations have been in region of 70 mil£ (or 80 mil EUR) - they just sound absurd in that context.

He could remain as last resort option, but we need more from the bench.
We need someone who can provide more than running down the blind alleys and lose the ball.
We need more than player who let's the first touch bouncing few meters off his feet.
We've all seen the impact of replacing him with Kulu who can actually ... you know... do things with ball and help us score.
And the fact that he's a former Woolwich academy player won't harm the cause...
However, I am not sure if he'd fit into a MF-2 formation; as he's more of an attacking player.

if we sign some good depth options then perhaps we can sell him but if only sao paulo are his only want then we have to wait till hes out of contract
We can complain about the people that gave Moura, Winks and Sissoko bumper new contracts after the CL run.
For some reason, I hope Spurs go for Udogie - Spence, Zabarniy, Udogie (+ Romero, Gvardiol, Sessegnon) and Spurs' defense will be sorted for many seasons to come.
We're so far away from breaching FFP we could probably get away with buying the entire city squad and still have room to give them all a little pay rise.
We could though help Everton out in exchange for "a special relationship" going forward. Let's face it, our relations with most clubs at board level is non existent.

In summary, evidence of an incoherent child was used to send a promising athlete to prison. He lost the best part of his career and could easily have been killed whilst inside.
It subsequently transpired the evidence by the kid was gibberish and wrong. He was talking about someone else and that person was being protected.
And in case you haven't noticed, there's been a pretty big case on international news and TV for the last few months where some dude was accused of all sorts but proven to be innocent.
I watched a few YouTube videos of this lad and I think he has the potential to be a left centre back in a Conte style back three. He is physically a monster, tall enough, quick, brilliant tackler and very aware of his space. When you consider what Conte has done with Davies he would have no issues doing the same with Udogie if he so wished.
He can be happy.
But he is not good enough, so we can't.
Rotation option should not be 1/3 of quality of the starter/main option.
Such a drop-off is just too big.
