Big issue for Devine is, I think, general congestion in the squad in his position.

This is absolutely correct, our target must be Europe.

Mateta from Palace would also be worth a proper bid.

He's built like Palhinha. Only just turned 21 so that upper body strength is only going to work on his side - not least in an era where pacey strikers have lost relevance and it's all about the Arteta scrum
I think we should sell him and retain a buyback option in case he advances to the next level.
It's actually a pretty good read. But I don't think it states or implies that we don't have any money to spend. Sure, it mentions that cash injections are needed to facilitate the debt but that doesn't necessarily mean that we don't have a transfer budget.
