Our problem is going to be satisfying the requirement for home grown and club trained players. We only have Tangaga, Kane, Skipp and Winks. Assumption is Winks is gone come summer and, Kane is almost certainly off to United. Any new coach surely has to use Tanganga.
Its slightly better than you suggest but not much, atm,
Club trained - Kane, Skipp, Tanganga, Austin (Minimum 4, and we have 4, this assumes Winks is moved on in summer)
Association Trained - Forster, Davies, Sessegnon (plus Spence and Rodion on loan)
It would be sensible to buy one or two players trained in other English/Welsh academies this summer - providing they are of the quality we need. This might help in the upgrading of Sessegnon for example.
I am not sure there will be any more 'Club trained players' joining first team this summer - unless we become creative for example exercising buy back of Dennis Cirkin - which reinforces the sense in having the full complement of 'Association trained players' to allow our squad numbers to be as close to 25 as possible, especially if we need to allow Tanganga to be loaned out to gain experience (he has only played about 40 games in 4 seasons).

Who are the players we can realistically buy this summer to help us rebuild?
I am seeing some names thrown around that are not realistic unless we get top 4, which is a long shot.
Laporte would be a suitable top target if we go for Enrique as manager:
- City want to move him on
- He's already played under Enrique
- Premier league experience
- Better than our current options

I doubt if top 4 changes loads, as we never budget to assume CL in future revenue, but we will have a full season new stadium revenue and this season's CL money in the pot.
Napoli, Milan, Dortmund, RBL, Brighton etc etc - good teams can be built for reasonable money - but you need the right structure and the right coach to get the best out of it.
There are players I like in varying degrees, some cheaper, some more expensive, some I like a lot some a little. But we've got to prioritise some creative/attacking players for midfield/AM/FWD as we are totally bereft. I’m probably forgetting some but these are a few off the top of my head.
