No, if there’s a strategic plan to compete in 2/3 years then a slower build makes sense and is still successful. A 23 year build is incompetence

First, transfer windows are not binaries. They exist along a kind of scale without any clear success criteria.
Second, transfer windows are conducted according to the resources a club has at their disposal. A club with twice as much money to spend can do a worse job with their resources and still get better results.

Agreed, it’s amazing how many people tell you how great a player is before he’s kicked a ball for this club. I prefer to think of every new signing being a gamble until they prove otherwise.
