There were people that genuinely bought into the classic summer window PR about seriously chasing top target CBs after spending the bag on Maddison. The more people see through this kind of bullshit from the club, the more disllusioned they become with the way Levy operates and the more likely they are to join protests or "movements".
Levy could have disproven a lot of that dissent this summer by actually signing a Tapsoba (for example) but he didn't and those that already see through his shit, knew he was never going to.
Yep, in a nutshell, he does the bare minimum every summer to give the illusion of ambition. This year it was Maddison, in previous years it was Conte and Mourinho.
