Alasdair Gold wrote an article yesterday about the home grown quota and how Sarr won’t be classed as being home grown next season.

It might be something to do with that?

...but, I don't see him playing this kind of inverted FB. Considering the damage he's doing in the final third and his skillset, he could be an option for that right wing

Not so sure, his profile is pretty similar to what Porro's was prior to us buying him. I don't think it would be a reach tactically myself. he's technically good and seems to spend in midfield now?
 
Regarding the midfielder we need after Hojbjerg and Lo Celso likely leaving, what do most want?

For me personally I want a deep lying playmaker type with great passing who is astute enough defensively to not be a liability.

I'm not sure we will get a better tackler and duel winner/ ball carrier than Bissouma.

Pairing Bissouma with that player might be an option too.
