I don't think they could, however, there were plenty last year hoping Wealdstone didn't get a play off spot, just in case.

I don't understand that thinking, what's the point of being a NL club in the first place?!

I do get it, there is a point where a club meets a natural plateau, if your club moves up to league status, the costs shoot up, the ticket prices go up, the ground will need investment and then, if you don't survive the new level it could ruin the club. Strange to say it, might just not be the right timing for it to happen.

Every team wants to develop to hit their best level, not all can do that. One might argue that having seen other clubs crash and burn, might be better to establish and strengthen further. Until Wealdstone can go fully pro at National League level, it's probably not ready for league football.

It's not that you want to be in the National league forever, but you need to have to really set up for success to go to the next level. I don't think people outside National League quite understand the standards that some of these teams are playing at and the costs of doing so, remember even cash powered Wrexham couldn't get out in the first season.
