Every club (except Chelsea) picks targets who are the best option at a price that can be afforded and who want to join the club. Why do you think we operate any differently? Because of internet memes about Levy/ENIC?

I think the clubs' facilities and commitment to build a young team is part of the attraction. It's clear we are building a project, and there is a clear path for a lot of our young players into the first team.
Signing the likes of Grey, Udogie, Johnson, Dragusin, VDV shows that we were not trying to sign the finished product and looking beyond just 1 or 2 seasons for the squad to mature.
Spurs will need a bit of luck for some of these players to turn into world class talents (ala Bale, Modric, Kane, Son, Eriksen).
Kids grow up idolizing the big clubs (United, Madrid, Barca, Liverpool), so it's no surprise that when they give the dog whistle, players go running. The money clubs such as PSG, City, Chelsea will always attract a certain type of player (and his agent!)
