My man, in terms of "we tried but the other club moved the goalposts", that's a homerun for Levy. I mean, it's perfect as far as he's concerned...club can come out with its usual bullshit of "MGW was Thomas' No 1 pick", "No point signing an alternative not really fancied by the boss", "No point signing someone that's not gonna improve what we've already got" etc etc. And he doesn't spend a penny.
