Yeah but they paid £1`7m for PEH after the season when his contract had expired with Spurs. Bissouma wouldn't be a free agent after his loan unless Galatasaray decide to let him go.
The point is Galatasaray can give Bissouma a new contract and then sell him, if they want. He's legally bound to accept it as it's in the terms of the contract. We don't know the price Galatasaray are due to pay for the obligation, but I assume they think they can flip him for the same or more, if they decide not to keep him.

According to Fixy we can't sign Hincapie because we have 25/50 game a season VDV and half a hamstring Udogie.
Meanwhile the scum signing him when they have starting CBs that never miss a game plus Ben White and Calafiori (not to mention their LB options).
