Mate it is absolutely criminal imo.

I liken it to 'tradesman' that go around ripping off vulnerable older people for non existing work that needs doing 'I was just passing in the area and noticed you're roof has damage and needs repair work' then proceed to do a non existent job and charge them thousands for it.
 
It's plausible that Xavi Simons heard from Fermín López about the interest from Chelsea and the seeds of doubt were planted in his mind. They were teammates at the youth academy of Barcelona. Pure speculation on my part but something happened to change his mind and choose the righteous path to Tottenham.

Moutinho had 3rd party ownership like a lot of players in Europe. The Premier League doesn't allow that. Levy couldn't untangle that mess.
But, here's the thing, Levy knew about it from the outset but chose to go on for weeks with "trying" anyway.
And Leandro.
And Dybala.
Like i said, he loves wasting time on impossible transfers.
