I think Gallagher is a good signing, which many managers would have been content with,so for me the answer is that we needed a player like Gallagher.
Club first and in that regard I don't think it matters.

I know, it's not like he's going to say it's a hot mess here, manager doesn't have a clue, and he's using it as a platform to get a WC place
If a club has ambitions of challenging for the league, he's a good rotation player, like he would've been at Villa, was at Atleti.
He doesn't change how we play or the current midfield situation, so if the club were making a signing for right now, it makes little sense. Likely the club seen him as available, and for less than they expected so just pulled the trigger on it.
