I'd vote manager, even if we keep up with our average summer net spend of the last 3-4 years in the £80-100m range that is not going to suddenly transform this squad no matter who we buy. I can't see how who we buy and sell in one window could be more important than who will be choosing our tactics and lineup, running training and doing the team talks for the foreseeable future, maybe if we were Chelsea or City you could see it but it's patently obvious a club like Spurs under owners like ENIC are far more reliant on getting the right manager to succeed than sloshing £400m in one window.
