The closest thing we had to Chelsea\Man City in the Sugar era was Blackburn, and that imploded almost immediately after they won their title. There was no established Big 4/5/6 like there is now. Woolwich and Liverpool would have the occasional season in midtable. Chelsea were firmly midtable shite. The only constantly strong team in that period was United.
