Wouldn't matter if Spanish clubs weren't broke. He clearly wants to stay in the league and beat Shearer's record. And he wants some guaranteed trophies along the way.
FFP has been paused since last year because of Covid (for 3 seasons I believe). That's why all the sugar daddy clubs have been on a spending spree (see Chelsea last season). City will probably still 'balance' the books by selling Bernardo Silva to one of their sister clubs for £100m. They've already proven they have the lawyers to get them out of an even worse case of cheating.
I just hope we rinse City like Liverpool did Barca for Coutinho. If £100m for Grealish is the benchmark, Kane should cost nearly double that.

No such thing as a gentleman's agreement. He has a contract which he chose to sign - that's it. Up to City to cough up now.
City could still do the deal but would require them to sell. The issue here is their players are also on +2yrs left on their contracts and big salaries so unless those terms are at least met (probably bettered) they aren't going to move. (assuming that FFP is still a thing, which quite frankly I don't have a clue anymore).
It's important to stress that this doesn't in anyway put pressure on Spurs though, all the pressure is on City to stump up the cash as Kane has 3yrs on his contract, don't ever lose sight of this.

You're telling me Son can't get an offer from somewhere like PSG or United, and make even more money than he is here? Especially considering the fact that we're playing in the Conference League, while having 0 chance of winning the EPL? This by all accounts seems to be the opposite of what would work on Levy.
Also if there’s any merit to any of this he needs to grow a spine and officially announce he wants out.
