I mostly agree with you. I'm just saying that what Liverpool and Leicester have done is incredibly difficult. Saying ENIC is an abject failure for not replicating it is silly. That doesn't mean they are immune to criticism and I have plenty of it for Levy in the last few years, where I believe he has (overall) mismanaged the club in comparison to the years before that.
I'd also argue that it would have been and would continue to be a good investment for Joe Lewis to dump a sum of money into ENIC and allow Spurs to push harder on the spending front. The Premier League has established itself as the top league in the world. Getting at the top of that league now will have generational benefits in terms of revenue, especially outside of the UK.
