Kronoke has always put a lot of money into the scum, they just spent it really poorly for years.
Honestly, the Ricketts are kind of like ENIC. They spend a decent amount, but certainly not anything lavish. What they really care about though is getting an ROI from their investment. They have steadily raised ticket prices or held them flat despite decreasing the team's payroll. They launched their own TV channel which has led to television cost increases for fans - they said profits from the channel would be put into the club but they have not done that. They used a LOT of money to invest in hotels, restaurants and other properties next to the stadium - all profits from those are not going to benefit the club.
They have done some good like improving the existing stadium, and have spent decently at points.
Overall though, they view the Cubs as a business venture and are focused on maximizing profits, and only care about winning in so far as it keeps people coming to games.
Kroenke has always spent what the club produced. The idea that he was holding them back being cheap was and is Gooner propaganda, because they didn't want to blame Wenger and his successors for making a shit house of it. Look at their net spend since he took a majority share in 2012 and since full ownership in 2018.
They spend stupidly, but they spend every £ they make - much like we, and all the other clubs owned by these business consortiums, do. The only difference is in comparison to the City/PSG/Chelskis of the world that just spend freely with no requirement to balance the books to keep the doors open.

They are, basically, collective entities where a vast majority of the revenue is pooled and distributed equally and whose workforce labours under collectively bargained agreements that dictate the percentage of revenue that must go to the labour force. The number of employees on labour side is regulated within the collective bargaining agreement, and management is required to spend the agreed upon percentage of revenue on players, who are all guaranteed a minimum salary rate.Sounds like Commie talk to me…
